Romney wants 'something dramatic' to aid economy

EVANSVILLE, Ind. (AP) ? Mitt Romney is calling for "something dramatic" to help the economy recover, but he's not saying exactly what.

The Republican presidential says he opposes another federal stimulus package and new government programs. He also says that if the Federal Reserve were to undertake another "massive" program of buying government bonds and mortgage-backed securities, with the goal of driving long-term interest rates even lower, it wouldn't help the recovery.

"I can absolutely make the case that now is the time for something dramatic and it is not the time to grow government. It's the time to create the incentives and the opportunities for entrepreneurs and businesses big and small to hire more people and that's going to happen," Romney said an interview aired Sunday on CNN's "State of the Union."

"You're going to see that happen in this country but not under this president."

Democrats tried to cloud Romney's message Sunday by renewing calls for the former businessman to release years of personal tax returns. Romney insisted as recently as Friday that he won't release more than two years of returns, although most presidential candidates, including his father, released many more.

"What is it that he is hiding?" Obama senior adviser David Axelrod said on "Fox News Sunday."

He also addressed Senate Democratic leader Harry Reid's recent decision to share an anonymous claim that Romney hasn't paid taxes for 10 years.

Republican Party chairman Reince Priebus, on ABC's "This Week," branded Reid a "dirty liar." Romney in recent days called on Reid to "put up or shut up."

Axelrod said Romney and his campaign "can resolve this in 10 seconds. They can release the tax returns."

As each side debated Romney's personal taxes, the Republican candidate is trying to promote an economic agenda he said repeatedly this past week would create 12 million jobs in his first term. Pushed to explain how, Romney said in the CNN interview, "That's what happens in a normal process."

"When you come out the kind of recession we've had you should see this kind of job creation," he said. "Good things happen when you have a private sector that's thriving."

Campaigning in Indiana on Saturday, Romney attacked what he called "an extraordinary series of policy failures" from President Barack Obama.

The Republican candidate planned to spend Sunday and Monday in private meetings at his vacation home in New Hampshire.

The former Massachusetts governor so far has been slow to release specifics for his economic plans. He repeated his opposition to Obama's tax plan that would preserve tax cuts passed in the George W. Bush era for all Americans but those who earn more than $250,000.

Romney would preserve the tax cuts for everyone, although he has not detailed how he would pay for the plan.

"I also hope people understand when they talk about raising taxes on the wealthy ? as the president does ? he is also talking about the same tax rate that applies to small business," Romney said. "The great majority of small businesses pay taxes at the individual rate so as he raises these taxes "on the wealthy" he is raising taxes on small business."

The Romney campaign on Sunday also released a television advertisement highlighting his recent trip to Israel. In the ad, he criticizes Obama for not visiting the Jewish state. The president last visited Israel during his 2008 campaign.

While in Israel, Romney said that cultural differences help explain the economic disparity between Israelis and Palestinians. The comment prompted accusations of racism from Palestinian leaders.

Not that anyone expected him to change his mind, but NFL Commissioner Roger Goodell was firm Saturday, insisting the Saints operated a pay-to-injure program.

Goodell spoke to a small group of reporters including Jeff Duncan of the New Orleans Times-Picayune while at a Pee Wee football event in Akron, and said the evidence he gathered made it clear there was a bounty system and a clear plan to cover it up.

?Well, the No. 1 thing is when you reward players for injuring other opponents, that?s a bounty,? Goodell said. ?That?s not pay for performance, that?s a bounty. And that?s what the players and, I believe, [Saints linebackers] Coach [Joe] Vitt said occurred. And that?s what our evidence indicates. So when you?re doing that, anything that would target or reward people for injuring other players, that?s not part of football. ?That?s not what we?re teaching these kids, and it?s not what we?re going to do in the NFL.?

Goodell denied that the Saints and the league are involved in a stand-off that comes down to definitions, saying that terms such as ?cart-offs? and ?whacks? are clear.

?That?s not semantics,? Goodell said. ?They understand the rules. When you reward somebody for injuring somebody ? and the only way you cart off somebody is when they?re injured. So that?s an injury. So when you do that, that?s not semantics.?

?We also have evidence that players were targeted, as we?ve indicated to you all and told you.?

Goodell said the league also has more evidence than has been shared with the media so far, and that the Saints could have mitigated some of the damage if they have cooperated with the initial investigation after the 2009 season.

?Sure, the fact that they said it didn?t happen and they continued to do it is certainly a big issue,? Goodell said.

Goodell?s in Ohio for today?s Hall of Fame ceremony, and said he had no plans to meet with Saints players or coaches prior to tomorrow?s Hall of Fame Game, since he?s leaving town tonight.

A recently published report by the National Academy of Social Insurance reflects that a "reverse offset" (coordination of benefits) still continues in 15 states. In reverse offset states, the insurance carrier gains the financial benefit of the coordination of benefits and NOT the Federal Social Security system.?

"If a worker becomes eligible for both workers? compensation and Social Security disability insurance?benefits, one or both of the programs will limit benefits to avoid making excessive payments relative to?the worker?s past earnings. The Social Security?amendments of 1965 require that Social Security?disability benefits be reduced

15?(or ?offset?) so that?the combined totals of workers? compensation and?Social Security disability benefits do not exceed 80?percent of the workers? prior earnings.?16?Some states,?however, had established reverse offset laws prior to?the 1965 legislation, whereby workers? compensation?payments are reduced if the worker receives Social?Security disability benefits. Legislation in 1981?eliminated the states? option to adopt reverse offset?laws, but the 15 states that already had such laws in?place were exempted.?17

Avoiding the grocery store: A 30-day challenge

The grocery store is dead. Long live the grocery store!

A shining example of post-war success and convenience, supermarkets once were practically the only place most Americans went to shop for groceries.

Today, we?re all still buying groceries. We?re just not buying them at the supermarket anymore. Last year, Americans bought only 51 percent of our groceries at traditional supermarkets, down from 66 percent just 11 years earlier, according to the Wall Street Journal. So, where are shoppers filling their carts if not at the local Safeway or Kroger?

Low prices and convenience have made big-box discounters Wal-Mart and Target major players in the grocery game. In fact Wal-Mart, the nation?s largest retailer, is also the nation?s largest grocer. The hunger for bargains also is driving Americans to club stores, like Costco and Sam?s Club.

The quest for fresh and organic also has led some shoppers to small, locally owned specialty stores and farmers markets, which are booming. ?People are looking to shop local. After years of struggling, local markets are having a resurgence,? said Mike Tesler, founding partner at Retail Concepts, a consulting firm, ?and adjunct professor at Bentley University in Waltham, Mass.

Traditional supermarkets also face growing competition from the Internet, with online delivery services like AmazonFresh and Pea Pod.

But how we go about getting that food can vary widely depending on our age.?Baby boomers may be the last generation of consumers to faithfully shop the local grocery store, as brokerage firm Jefferies pointed out in a report. Retailers are now looking to Millennials, a loosely defined group born roughly from the late 1970s to the 1980s and beyond, to fill the shopping gap.

Even in an age when we?re busier and more crunched for time than ever before,? younger shoppers are giving up the convenience of the one-stop shop grocery store and are, instead, shopping around. By mixing and matching, Millennials seem to be trying to satisfy a variety of needs. They?re saving money at Costco and Sam?s Club, getting quality and freshness at the farmers market and getting convenience at Target, Wal-Mart or the Internet.

Perhaps these complicated shopping habits are a reflection of the complicated times in which we live. Tesler noted that many of today?s college graduates are leaving school with tremendous debt. They?re having trouble finding good jobs and often find themselves underemployed. At the same time, we understand better than ever the importance of eating healthily. By contrast, when the Boomers came of age, jobs were relatively stable and people could expect to get a decent job where perhaps they could stay till retirement.

In the 1960s, Americans were worried about the Cold War, not the obesity epidemic. It seemed futuristic and progressive to grab space-age frozen dinners at the supermarket, and no one was fretting that they were filling their kids up with all kinds of preservatives and who-knows-what-else.

While Americans have changed a lot in the last 30 years, grocery stores haven?t. ?People used to organize menus and plan meals. Most of us now have no idea what we?re feeding our kids tonight,? said Paco Underhill, author of ?What Women Want: The Global Marketplace Turns Female-Friendly.?

These days, when we?re not looking for convenience and economy, we?re looking for fresh and healthy. We?re also looking to satisfy a need to connect on a more personal level. This may help explain the gaining popularity of the local farmers market.

?Farmers markets are a crossing of shopping and recreation,? said Paco Underhill, author of ?What Women Want: The Global Marketplace Turns Female-Friendly.? ?No one would ever describe going to the grocery store as fun.?

Grocery stores just aren?t doing it for us like they used to. But, could we really do without them? For the next 30 days, I?m going to try.

I?m going to participate in the ?30 Day No Grocery Store Challenge? and see what it?s like to go without the conveniences of my neighborhood supermarket for a full month. The goal of the challenge is to eat healthier and support small, locally owned businesses at the same time.

The challenge allots you $30 to spend at a grocery store on items that you need but can?t find elsewhere. I?m going to attempt to avoid the grocery store altogether, and use that $30 instead in chain stores like Target and Trader Joe?s.

Theoretically, if you can do something for a month, you?ve formed a habit. Then you?ll forget all about your old chicken nugget, mac-and-cheese ways.

Do you like to enjoy organic and natural food, but don't want to pay big bucks to fill your grocery cart? Hip2Save.com's Collin Morgan shows how you can shop smart to get discounted prices on organic products at the grocery store.

They don?t call it a challenge for nothing. I don?t think the next 30 days will be easy for me. Between the Boomers and Millennials in age, I?m also between them in shopping habits.

I buy about half my groceries from Costco and half from my favorite chain grocery store. I rarely if ever shop at farmers markets or the local butcher.

I?m one of the many Americans who wants to eat healthier, believes in organic food (in theory, if not in actual purchases) and loves the idea of supporting small, local businesses. But, I almost always find practicalities outweighing these ideals.

As the mother of two, preschool-age children, I worry about the extra time commitment of this challenge.?

I also worry that this commitment won?t be sustainable for my budget. Will budget considerations make me consider other changes to my diet as well?

Over the next several weeks, I?ll report back on my progress and let you know about some of the alternatives to the grocery store that I find.
