Report: Student makes out with teacher, wins bet

A New York high school senior allegedly won a bet with four friends to see who could hook up first with their 26-year-old global studies teacher, the New York Post reported.

A video recorded Friday by a Manhattan Theatre Lab High School pupil shows fellow student Eric Arty, 18, kissing?a woman?on a park bench in lower Manhattan.

Arty denied to the Post that?the woman he is seen with at Bleecker Playground in Greenwich Village is teacher Julie Warning.

?Yeah, that?s me. I?m kissing a girl,? Arty told the newspaper when confronted with the photo. ?That?s not my teacher that I?m kissing in the picture. It?s just a girl I know.?

Arty refused to say who the woman was.

The teacher also denied the involvement, telling the Post: ?He is my student, but I?ve never had a relationship with him or any of my students. That is inappropriate. I think that this is a misunderstanding.?

A spokesperson for the city's school district confirmed to msnbc.com the incident was being looked at.

Laurel Wright-Hinckson, public information officer for the Special Commissioner of Investigation for the New York City School District, told msnbc.com an investigation had just been started, and would take at least a couple of months to complete.

The student who filmed the two kissing said Warning is "the most appealing teacher in the school.?

?She always wore nice skirts, and she had appealing tattoos all over her body,? he told the Post.

Arty and four of his friends each contributed $100 to a pool, the newspaper said.?The first to win Warning's affection would win the cash.

Some students told the Post that Warning tried to resist the teenagers? flirtations at first.

?She would try to avoid it because she was [Arty's] teacher," a student told the paper. "She was a nice teacher and didn?t want to report him, and she would throw him and his friends out of class for trying to flirt with her,? the student said.

According to the Post, Warning was?reassigned on Tuesday?to an administrative position at the school, which is north of Manhattan's Lincoln Center.

A Department of Education spokesperson told msnbc.com Warning didn't report to her new desk job Wednesday.

It wasn't clear whether Warning reported for her reassignment on Thursday.

Job at stake, but no possible charges
Warning does not have tenure at the school and could lose her job, but she wouldn't face criminal charges because Arty isn't a minor.

The teacher's father, Pete Warning, told the Post this?didn't seem like something she would do.

?All of her students, like 85 percent, are gonna pass their Regents for the first time," Peter Warning said, speaking of the standardized tests students take in New York State.?"They all love her. My heart?s broken.?

Earlier this week, Mayor Michael Bloomberg,?the school chancellor?and State Senator Stephen Saland announced new legislation to better protect New York students from inappropriate sexual contact with teachers.

Under current law, outside hearing officers decide on these cases and impose penalties ? including whether or not a teacher is fired. The new legislation would make it easier to remove a teacher who is found to have engaged in sexual activity with students.

?If a school employee is found to have engaged in sexual behavior or made sexual comments towards students, the chancellor should have the final say on what action to take and the legislation we are proposing would provide that authority,? Bloomberg said Tuesday?in a press release.

?Every child deserves a safe learning environment and every parent has the right to know that his or her child is safe while at school,? he said.?

There was an interesting ( to me anyways? ) topic on Reddit today about making games that are accessible to the blind or visual impaired.? After thinking about this for a little bit, I though that there might be a remarkably easy way to add text to speech to a console based game.? Turns out I was correct.

The following is a C# app that makes heavy use of the .NET System.Speech libraries, however it does appear to be available in Mono, so it should work across platforms.

In the end the process is remarkably simple, all I am doing is redirecting Console.Out ( StdOut ) to my custom class, which converts the text to speech.

In our constructor we create our System.Speech.Sythensis.SpeechSynthesizer, set a voice, default speed and volume for it.? We also instantiate our SoundPlayer which is going to actually play the sound file our synthesizer um? synthesizes.

The key to this class is that it inherits from System.IO.TextWriter, this is the only type that we can set standard out to.? Our class must implement the Encoding:Get method, which if anyone actually called would cause all kinds of problems, so we throw an Exception if it is actually called. In the constructor we take a snapshot of the original standard out, so we will still be able to print to text.

Otherwise most of the work happens in our WriteLine overload.? First we print out to the original standard out, otherwise our command prompt would become audio only!? Next we create our memory stream that our synthesizer is going to record to.? We then render whatever speech was printed via a Console.WriteLine() call, set it as the active stream and play it using our soundPlayer.? We using PlaySync() to make sure it finished playing before continuing execution.? You could use Play(), but it would only render the most recent sentence if a couple lines where written at once.?? Also note, we only overrode WriteLine(string), so if you do Console.Write, Console.WriteLine(char[]) or any other version, nothing will happen.? If you want to support more versions, you need to implement.

Otherwise the rest of the code provides a simple interface for increasing and decreasing volume, as well as changing between voices.? Keep in mind though, if you are using Vista or Windows 7, you probably only have on voice installed.? You can however add additional voices ( including different languages ), I download one from here for example ( copy the dlls to your debug folder if you get an error ).

Now when you run the application, you can use the following commands:

quit ? exits the ?game?

volume up ? increases the voices volume

volume down ? decreases the voices volume

help ? displays a help string

changevoice ? changes to the next installed voice, if you have any.

Obviously in a real game you would do substantially more.? In a real game you would also add a great deal more error checking too, as this is just a proof of concept I slapped together!? Obviously use at your own risk, as I offer no warranty.? Then again, I never offer a warranty?

EU throws Spain two potential lifelines

BRUSSELS/MADRID (Reuters) - The European Commission threw Spain, the latest frontline in Europe's debt war, two potential lifelines on Wednesday, offering more time to reduce its budget deficit and direct aid from a euro zone rescue fund to recapitalise distressed banks.

Spanish government borrowing costs lurched higher and the Madrid stock market hit a nine-year low with investors rattled by the parlous state of its banking sector fleeing to the relative haven of German bonds.

EU Economic and Monetary Affairs Commissioner Olli Rehn said Brussels was ready to give Spain an extra year until 2014 to bring its deficit down to the EU limit of 3 percent of gross domestic product if Madrid presents a solid two-year budget plan for 2013-14, something it has committed to do.

The concession, which Madrid has not publicly requested, was on condition that Spain effectively reins in overspending by its autonomous regions, makes further financial sector reforms and recapitalises its troubled banks.

While the Commission is responsible for proposing laws, it is member states that decide whether to adopt them.

EU paymaster Germany has so far firmly opposed any collective European banking resolution and guarantee system or any use of bailout funds without a country having to submit to a politically humiliating EU/IMF austerity programme.

Rehn said there were no grounds for giving Italy a similar extension to balance its budget, due in 2013, since unlike Spain its economy is forecast to start growing again next year.

In an economic policy document which laid out some of the dramatic policy proposals which analysts say are needed to tackle the debt crisis, the European Union's executive arm said the vicious circle of weak banks and heavily indebted states lending to each other must be broken and called for a banking union in the euro zone.

Commission President Jose Manuel Barroso said tighter euro zone integration could include a joint bank deposit guarantee scheme to prevent a bank run and euro area financial supervision, saying the mood had changed since member states unanimously rejected a joint deposit guarantee fund only months ago.

"In the same vein, to sever the link between banks and the sovereigns, direct recapitalisation by the ESM (European Stability Mechanism) might be envisaged," the report said.

Permitting the ESM to lend directly to banks would require a change to a treaty in the midst of ratification by member states that might come too late for Spain's needs. Spanish premier Mariano Rajoy backs the idea but Rehn appeared cool to it.

"Direct disbursements to banks are not foreseen as such in the treaty, and therefore this is not an available option ... in terms of direct recapitalisation," Rehn told reporters.

Spain's banking woes - the result of a burst property bubble aggravated by recession - have combined with growing uncertainty about Greece's survival in the euro zone to reignite Europe's sovereign debt crisis. That drove the euro to a two-year low below $1.2450, while European shares <.fteu3> also fell after Italy had to pay heavily to sell bonds.

Madrid said its bank rescue fund would issue bonds to inject funds into nationalised lender Bankia , but that looks expensive with 10-year borrowing costs at 6.65 percent near their euro era peak and close to levels at which Ireland and Greece were forced to seek international bail-outs.

Investors unnerved by Spain's deepening financial crunch pushed Italy's funding costs sharply higher at a bond sale, with 10-year yields topping 6 percent for the first time since January.

HEIGHTENED ANXIETY

In a sign of heightened anxiety in Washington, top U.S. Treasury official Lael Brainard was despatched to hold talks in Greece, Germany, Spain and France "to discuss their plans for achieving economic stability and growth in Europe", the Treasury Department said.

Barroso said Europe's G8 partners, at a summit in the United States 10 days ago, had asked the euro zone to go further with financial and economic integration.

A sudden economic deterioration in Europe would pose a serious threat to the U.S. economy and hence to President Barack Obama's re-election prospects in November.

Rajoy has insisted his government has no intention of seeking an EU/IMF bailout either for its banks or for the state.

But the abrupt resignation of Bank of Spain Governor Miguel Angel Fernandez Ordonez on Tuesday, a month before his term was due to end, added to doubts about the handling of the Bankia crisis and relations with European institutions.

Highlighting Spain's difficulty in meeting fiscal targets while gripped by a deep recession, the outgoing central bank chief said tax revenue may fall short of government estimates and spending may be higher than expected.

He recommended bringing forward a rise in value-added tax set for 2013 if the deficit objective goes off track this year.

In its country report on Spain, the Commission said the latest banking reform presented this month did not go far enough and needed to be strengthened to include provisioning on mortgages and lending to small businesses.

It also warned that unless policies are changed, Spain's debt will spiral to 100 pct of GDP by 2020. Madrid had one of the lowest debt ratios in the euro zone before the crisis at about 35 percent of GDP.

GREECE IN BACKGROUND

Less than three weeks before a crucial second general election that may determine whether Greece stays in the 17-nation currency area, Greeks were warned by their biggest bank that they face economic catastrophe if they leave the euro.

Living standards would plummet, incomes would be slashed by more than half, and inflation and unemployment would skyrocket, the National Bank of Greece said.

The outcome of the election was thrown into doubt on Wednesday when a poll suggested the anti-bailout SYRIZA party would win, contradicting six previous forecasts.

The worries about Spain and Greece have hit efforts by other trouble euro zone countries to emerge from their own debt woes.

The Irish vote in a referendum on a European budget discipline treaty on Thursday which is seen as a precondition for receiving further EU/IMF aid.

Opinion polls forecast a solid win for the "Yes" camp, but Ireland's hopes of returning to bond markets late next year as a reward for textbook implementation of an austerity programme have been clouded by wider uncertainty in the euro zone.

Safe-haven German bond yields hit a record low as worries about Spanish banks intensified while Spain's benchmark IBEX stock index <.ibex>, which is down 28 percent this year, fell 2 percent after hitting a new nine-year low earlier in the session.

My goodness, I can?t believe I missed writing something for International Compost Awareness Week! (Yes, it most certainly is a real thing!)

When I took the UC Master Gardener training last year, we spent quite a lot of time on compost for the ?Master Composter? element of certification. (After the first day, I couldn?t wait to get home and start turning my rather neglected compost heap ? it was seriously that inspiring.)

As Master Composters, we?re honour-bound to talk up the joys of decomposition and organic nutrients at every available opportunity? and so, of course, it was only a matter of time for me to do so here! (Oh, and don?t miss our Homestead Radio Hour interview with Kevin ?The Worm Whisperer? Marini, UC Extension expert, at the end of this post? talk about inspiring! His contagious enthusiasm will have you marching out to the yard, pitchfork in hand.)

If you don?t already have a compost pile, by all means, let?s do something about that right away! It really is very simple: all you need is a bit of outdoor space. If that isn?t an option, you can even compost indoors with a worm bin (see below). No excuses, right? Compost piles and bins take many forms, from the very basic heap to elaborately-engineered multiple bins and rotating tumblers; don?t be intimidated by all the fancy and expensive equipment proffered by garden catalogues and home-improvement stores. Start with something simple ? if you outgrow it, or you find that composting is really your ?thing,? you can always upgrade later.

What do you need to make compost?

There are four key ingredients:

? Water / Moisture ? for much of the year, adding kitchen scraps and yard waste regularly will contribute enough moisture to your pile. In summer, however, you may need to water it occasionally. If you dig around and the pile looks dry or dusty, add water slowly so that it can soak in.
? Micro- and macro-organisms ? you can buy all kinds of magical compost-starting elixirs, but there is no need ? these friendly critters will move in on their own! Earthworms, fungi, bacteria, and other decomposers are key to a healthy compost pile.

If all these factors are present then compost will ?happen? all by itself, but for the best (and neatest) results, you will need a compost bin or designated ?pile? area with adequate ventilation and, ideally, a size of 27 to 125 cubic feet (3x3x3 feet to 5x5x5 feet). You will need to gather green (nitrogenous) and brown (carbonaceous) organic material, mix them in your bin or pile, and moisten the mixture if necessary. Mix and turn the pile each week, checking for moisture and adding water if it is too dry.

A couple of tried-and-true designs for backyard composting:

Movable compost pen

Advantages: simple and inexpensive to make; requires few tools and materials; can be moved easily to a different location or disassembled when the compost is finished to allow for easy spreading in the garden; you can build it to whatever size you like.
Disadvantages: Not as sturdy as permanent bins; in order to turn the compost you will need to ?dump? the bin and then refill it; if you are cutting wire fencing to height, it?s a good idea to cover or file down the pointy ends of the wires, especially if children or pets will be playing around the bin.

We use these moveable ?pens? out in the orchard to compost leaves and larger volumes of garden/yard waste. They?re perfect if you have a large quantity of material at once (think raking the lawn in autumn) and aren?t in a hurry to make compost. Turning your pile speeds up the decomposition process, but this is a good lazy, low-maintenance way to get the job done, and the fence ring keeps everything nice and neat (no windstorms/dogs/chickens spreading your leaf pile all over the yard!) If you set up the pen where you want the compost to eventually end up ? i.e. in your vegetable garden ? you can simply remove the ring and spread the finished compost when it?s done.

Multi-bin system

Advantages: Allows for fast composting, easy turning, and you can keep adding new, fresh material to the first bin without contaminating the ?cooking? or finished compost in the other bin(s). Sturdy and high-capacity. Easy to add a lid to if pests or nosy neighbours are a problem.
Disadvantages: more complicated and expensive to build than simpler bins; more tools and materials needed for construction; takes up more yard space.

We have a two-bin composting system that we adapted from a salvaged bin of uncertain provenance. (It used to have an astro-turf ?roof? on top ? go figure.) Multi-bin systems can be built out of pallets, scrap lumber, shipping crates, etc, or purchased ready-made. Our two-bin setup works nicely; fresh material goes in the left-side bin. When that fills up, I transfer it to the right-side bin to finish composting, and we start filling up the left bin again. Both sides get turned regularly. Really serious composters often use three-bin systems, in which the ?rough? compost goes into a middle bin before moving on to the final ?finished? bin. The triple-bin would be more necessary if you?re processing a large volume of material, or if you want to store your finished compost for a while.

Some Common Composting Questions

Flies can actually be beneficial to the composting process, but you can help keep them from becoming a nuisance by turning your compost pile more frequently to make sure that all parts of the pile ?cook? evenly. Plant-based food scraps, eggshells, etc, should be buried or covered with straw or leaves to deter flies; this will also reduce odors. To keep pests and odors to a minimum, make sure your compost pile is in the recommended size range (from 3x3x3 for a bin to 5x5x5 feet for a heap) so that it generates enough heat to compost quickly and efficiently.

Why pay to have your green waste taken away, and then spend more money on fertilizer, soil, and amendments for your garden, when you can make your own for free? Composting lets you recycle your kitchen scraps and yard waste into a valuable soil amendment and conditioner that you can then use in your own garden, yard, or potted plants. And unlike purchased soil additives and fertilizers, you know exactly what went into your compost ? no toxic gunk or weird chemicals to worry about. From an ecological point of view, composting your own green waste instead of having it hauled away conserves fossil fuels, energy, and money; instead of huge trucks and tractors, all you need is a simple backyard bin, a shovel or pitchfork, and a bit of your time. It?s easy, inexpensive, and environmentally friendly, and nothing beats the satisfaction of turning your scraps and yard waste into something you can use in your own backyard!

?What?s the difference between mulch and compost? ?
Mulch is applied as a top dressing around plants to conserve soil moisture, suppress weeds, keep the soil temperature cooler in hot weather, and reduce soil erosion and compaction. Mulch usually consists of non-composted, undecayed material ? wood chips, bark, grass clippings and leaves can be used, although compost may be used as a top dressing as well.

Compost is organic matter that has been decayed and decomposed with the help of bacteria, fungi, and other micro-organisms, as well as macro-organisms such as worms, nematodes, and insects. It generally contains a variety of basic nutrients and is used as a soil conditioner to improve soil quality. When mixed into soil, compost improves soil structure, holds nutrients in the soil and makes them more readily available to plants, improves drainage and aeration, and encourages beneficial organism populations.

?What about worm composting? Aren?t worms kind of gross??
Worm composting is ideal for when a small-scale indoor (yes, indoor!) composting system is needed, i.e. for apartment dwellers or those with small yards or limited mobility. It can also be a fun way to observe the composting process up close! You don?t need a high volume of organic material to stock a worm bin, it is tidy and odorless, and worm castings are a fantastic high-quality soil amendment.

For the worm-squeamish folks? first of all, to allay a common fear, worms don?t have teeth. They?re totally harmless, and not slimy at all. Really, though ?? you don?t need to handle the worms; they are generally content to stay hidden in their shredded-paper bedding. They are easy to take care of, too: the worms are not at all ?stinky? or ?yucky,? and you can feed them on your schedule ? once a day to once a week.

Eisenia foetida, the worm-composting worm, is different from your backyard-variety earthworm: they?re leaf-litter-dwellers, so they need a layer of shredded newspaper or the like to live in. They also need a dark bin with good aeration and just enough moisture. Store-bought worm bins can be pricey, but you can easily make your own from a plastic storage bin; check out instructions here. Just make sure that the bin is large enough, not too deep, and ? most importantly ? that it is opaque plastic, not clear. Worms will be much happier in a dark environment.

?It?doesn't?have to cost a fortune to improve a home and make it more sellable, according to HomeGain?s 2012 National Home Improvement Survey.

HomeGain surveyed nearly 500 real estate professionals nationwide to determine the top do-it-yourself home improvement projects that offers some of the biggest bang for your buck when selling a home.

?In a buyer?s market, sellers need to dress their homes for success before putting them on the market,? says Louis Cammarosano, HomeGain?s general manager. The survey shows ?that do-it-yourself home improvements like cleaning and de-cluttering and lightening and brightening your home are cost-effective ways of increasing your chances of selling faster and closing closer to the asking price than homes rushed to the market with no improvements.?

Here are the top five projects that real estate professional recommend to their clients?projects that have the potential to offer some of the highest returns on investment at resale, according to the 2012 HomeGain survey:

1. Clean and declutter

What to do: ?Removing personal items; wash and clean all areas of inside and outside of house; freshen air; remove ALL clutter from furniture, counters, and all areas of the home; organize closets; polish woodwork and mirrors.?

Estimated cost: $402

Potential ROI: 403% or $2,024 to the home?s sale price

2. Lighten and brighten

What to do: ?Open windows; clean windows and skylights inside and outside; replace old curtains or removing curtains; remove other obstacles from windows blocking light; repair lighting fixtures; make sure window open easily.?

Estimated cost: $424

Potential ROI: 299% or $1,690

3. Repair electrical and plumbing

What to do: ?Update leaky or old faucet spouts and handles; repair leaks under bathroom or kitchen sinks; laundry room pipes; toilets should be in good working condition; remove mildew stains.

?Update electrical with new wiring for modern appliances and/or Internet and other audio/visual equipment requested in homes today; door bell should work; service sprinkler systems; fix lights and outlets that do not turn on; replace old plug points with new safety fixtures.?

Potential ROI: 293% or $3,175

4. Landscaping

What to do: ?Front and back yards; add bark mulch; rake and remove leaves, branches and debris; plant bushes and flowers; add planters and hanging plants; mow grass; water lawn and plants; remove weeds and dead plants; manicure existing plants; any yardwork that improves the curb appeal of a home.?

ROI: 215% or $1,777

5. Staging

What to do: ?Add fresh flowers; removing personal items; reduce clutter; rearrange furniture; add new props or furniture to enhance room/s; play soft music; hang artwork in walls.?

Estimated cost: $724

ROI: 196% or $2,145

However, the survey finds that the home improvement projects that offer the highest potential price increase to a home?s resale value continues to be updating the kitchen and bathroom. Home sellers could potentially see a $3,255 price increase to their home at resale by tackling kitchen and bathroom projects, according to the HomeGain survey. But those projects aren?t usually cheap to do.
