Law affecting LEED certification leads military in Hawaii to look at other ways of going green

The U.S. Green Building Council?s Leadership in Energy and Environmental Design program has kept its momentum as the industry?s go-to green building certifier, Hawaii industry executives say. But, a one-year-old law is leading the military in the Islands to look at other ways of going green.

Last year, President Barack Obama signed the National Defense Authorization Act, which bans the Department of Defense from funding LEED gold and LEED platinum certifications, but does allow LEED certifications when projects are cost effective, according to a report by the Federal Times.

?Although the National Defense Authorization Act of 2012 prevents new projects from budgeting for gold or platinum levels of LEED certification, those already underway with programmed money are continuing,? said Denise Emsley, public affairs officer for the Naval Facilities Engineering Command Hawaii. ?In addition, the Navy is still pursuing every avenue to ?think green,? installing photovoltaics and other energy efficient devices into new and older buildings wherever possible."

One Hawaii project that earned LEED platinum certification in 2012 is the Navy?s Child Development Center at Pearl Harbor ? a 30,600-square-foot, $18.9 million facility that provides classrooms and community space for more than 300 keiki. The contract for the facility was awarded in 2009 by the NAVFAC Pacific, and design and construction took about two years. It is the first military child development center to receive the LEED platinum ranking.

Zachary Twogood, building scientist for Chelsea Group Ltd., said LEED platinum certifications are few and far between, though LEED certification in general has become a standard in Hawaii.
